You have the right to complain. They did perform a service. You can suggest that you feel that you shouldn't have to pay for it. But you should look at the circumstances first. Did you bring a picture and it looks nothing like it? Did you just try describing what you want and it didn't come out the way you pictured?
They might reduce the price or offer you another free cut if you are not happy. Also, they probably can't do that because dissatisfied customers will tell everyone else what a rubbish place it is and they'll lose out.
